Is PAL-TV a public access station or a public television station?

PAL-TV was established by Village Ordinance 801 (1982) as a public access broadcaster serving the Village of Hobart. Over the following decades, the station also began producing original programming, including the Hobart History Lecture Series, The Dale Hour, and PAL-TV Movie Night. This places PAL-TV in a category that does not appear to have a name. The Corporation for Public Broadcasting revoked the station's affiliation in 2001, citing "persistent irregularities." The Village has not pursued reclassification. Programming continues as scheduled.

Who funds PAL-TV?
